File storage for a small business?

Good time of the day.
For a small business (10-12 computers) a local file storage is required.
Once every two weeks, all documents from a predefined folder will be sent to the server automatically. The employee is only required to upload files there that will be synchronized.
To search for documents, I would like to use a web form, the search will be carried out by keywords or the title of the document. Setting access rights to certain folders, sorting documents.
To bring equipment (see below) into the world on which a possible miracle will stand - the authorities refuse. In this regard, the options for Google drives and dropboxes immediately disappear. In connection with all of the above, I have a question: "Is there a ready-made system according to the criteria above that can go offline?" Thanks in advance for your reply.
What we have:
1. Nettop which actually will send files.
2. I haven't decided on a distribution yet, but I'm looking towards Debian.
3. Access only via local network.
