Fedora33. How to make the menu bottom, horizontal?

Good day.
Installed 33 Fedora, gnome shell. I ran into a problem that the menu, which by default is on the left side, cannot be made horizontal from below.

Tweak-tool does not help, I don’t know why, but there is no such setting in it.

Try xfce4 instead of the gnome - everything works there as you want, and not as an uncle in a hat.
