On CSS alone, it’s very unlikely, only on 3 versions it will be perverted (I can’t presume to say more precisely, but there is css-transform and other goodies). Look here habrahabr.ru/company/microsoft/blog/110237/

js essentially plays the role of randomness, which css cannot reproduce. Well, css-animation is only in Webkit'ah (I don't know about Opera). In Firefox, the lack of css animation can be made up for with css transitions + js.
