Failed to restore session state?

Those support makes a helpless gesture, no one understands anything, but the problem remains.
So the problem is the following, when I open the file manager, it does not open, but gives an error, why this is happening.
So when I reinstall OC, everything works, but if I add a user, I assign rights to it and add it to the sudo group, everything repeats (Error),
but without any manipulations on the server, everything works well
I cleaned the cookies, the problem remained.
