Failed to create preboot volume for APFS installation. When formatting the container, it gives an error. What to do?

After the demolition of mac OS, when trying to install the system again, it gives the error "Failed to create a preboot volume for installing APFS". It is known that you need to format the container on the drive in the new Mac OS Extended (Journaled) format ( https://toster.ru/q/497186), but when you try to do this, it says: "Unable to disable the Recovery volume on disk1s3, because it is being used by process 0 (kernel)."
