Failed to create preboot volume for APFS installation. Unable to dismount volume "Recovery" on disk1s3. How to install OS?

I did not find an answer, I tried to format the disk through the terminal - it did not help, it gives an error -69877 Couldn't open device.
What are the possible ways to solve this problem?
Can I install a different version of the OS using an external drive, or is there some other way to format the drive?
The laptop had macOS High Sierra and, accordingly, he is trying to install it. As I understand it, this version of the OS uses a different disk format from previous versions of the OS. At the moment, the idea is to try installing an older version of the OS and then update it in the OS itself. Is it possible to do this? If so, where can I find this OS and how to create an image (I've been using macOS for the fifth hour, I think there are differences from Windows)?

Found a solution
1. Boot via cmd+R
2. Connect to Wi-Fi
3. Reboot via alt+cmd+R
4. Format the disk itself (NOT THE CONTAINER!) in MacOS Extended (Journaled)
5. Proceed to install the OS
