It won't work in your case. The laptop will not turn on if the video card (main) is not functioning.
I don’t think that even a modern laptop will be able to pick up anything other than a flash drive / mouse / keyboard from USB before it enters the OS ... :/
I believe that it will not, because. laptops, as a rule, have a cable from the video card to the monitor, and the rest of the usb, pcmci \ express card do not interact directly with the monitor in any way.

Find a similar laptop, insert a screw from a laptop with a dead video card into it. Install the system, preinstall Radmin and try to configure an external USB video card so that it clings when Windows boots automatically.
After that, return the screw to its place and boot. If you can’t set it up so that it clings automatically, then only connect it remotely every time.
But the PCIMCA of the video card is turned on at the Windows boot level automatically.
