External HDD RAW file system how to fix?

The situation is this: today I split my external HDD into two volumes in order to make one of them active and boot the system from it (I didn’t have a flash drive at hand, I decided to try this way), and the second one is normal. Fortunately, 1 TB, so it was not critical to allocate a few GB.
The disk broke, but the second volume, which is not active, stubbornly does not want to be formatted, falls off every time and gives out the raw format.
Actually, chkdsk did not help, full formatting did not help either. I looked around the forums and got a little confused, but because I understand this issue insofar as I decided to turn to you.
The disc itself is a year old, used it only a couple of times. It seems that he did everything correctly: safe extraction, etc. The manufacturer is Transcend, but the product itself is on walmart .

Probably problems with bad sectors. Run a disk check with Victoria for widows by installing the remap plugin.

Either the hard drive or controller is bad.
Or there is not enough power on the USB 2.0 port (ports in a laptop can sin)
Connect the test disk to the USB 3.0 port (it has a blue tab), if everything starts up normally in it, then it simply did not have enough power.
