Prohibit writing from a USB drive to a local disk through gpo. Is it possible?

the difficulty lies in the fact that writing to the drive must be carried out, but from the drive to the local disk it should not.

prohibit writing to local disks through NTFS rights management
for the operating system, there is no difference if it is written from a USB flash drive or from an iron, it still initially reads into the buffer in the RAM, then writes to the disk if writing is possible. In your case, the task sounds something like "prohibit reading from a flash drive", but "allow writing to a flash drive". Again, it can be partially solved via NTFS on a flash drive, but this is not a reliable matter.
