External drive not working over USB3 but working over USB2?

An external hard drive (2.5 inches, without additional power) stopped working when connected via USB3.0. Read information gives at speeds up to 14MB / s, but the record is near zero.
I would understand everything, I copied the data and the disk for ejection ... that's only when connected to a USB2.0 port, the disk allows you to record at a speed of 38MB / s. USB3.0 is working, when another disk is connected, the write speed is about 100 MB / s. DISM + SFC did not find any errors in the drivers.
The most annoying thing is that this is a backup disk that is rarely updated. He mostly lay in the closet, the operating time was 10 hours in total.
A similar problem was with another external drive with additional power, it was also read without problems, but it was impossible to write to the disc.
Is this a planned obsolescence of the usb3 controller in the drive? By the timer "turns off" and go buy a new one?

Wang, that after changing the USB wire with which the case with the disk is connected to the computer, the speed will be restored. Or you can try another case. Or even connect the disk directly to SATA, without any appearance ...
