The essence of the problem: I download the installer of some program, I launch it through the explorer - the mouse with the download icon and the explorer itself does not respond to mouse clicks. I decided to run the exe from the browser (download) - the browser works, but also does not respond to mouse clicks. Only works when running the installer in CMD. After this, you need to restart the explorer, otherwise the computer cannot be used at all.

I have no idea what the joke is, it's never happened before.
