Explorer.exe interface not supported?

If a new user is added to the system (Win7 Home x64) (it doesn't matter which group it will be in), then logging in under it does not start everything related to "explorer.exe". For example, when you try to open File Explorer, you receive the error message "explorer.exe interface is not supported." At the same time, the "old user" (who was the only one) does not experience such problems.
Everything that I found on the Internet on this problem comes down to re-registration of libraries - it does not help.
Tell me which way to look.
