Excel counts with ROUND() but doesn't understand ROUND(). Why?

If you write = ROUND (B2/D2; 2), then the counting occurs, and if = ROUND (B2/D2; 2), then write in the cell # NAME? . Why?

There is no function (formula) "ROUND" in Russian-speaking Excel
