What to use to create a database or a configurator?

Tell me, please, in which direction to think.
I made a complex and large configurator in Excel, I need to transfer it to a web application.
At the first stage, a simple block of calculations and output of textual information based on these calculations is sufficient. No special interface needed, since I'm the only one using it.
The configurator already now consists of a huge amount of data, formulas, plus even more will need to be added as an application. If I write technical specifications for a developer, it will take much more time and effort than I myself will immediately enter all the data where necessary.
In the future, it will be necessary to add a user interface and make a mobile application based on it, but this is already with a specialist.
I can understand the tool for creating a configurator, I need advice on what is best to use for my situation. I understand that it will be MySQL, but is it only? or do you need something else?

Thanks for the detailed answer.
I have various calculations, checking conditions and, based on them, deriving textual information.
The shell is needed, apparently I'll try Workbench.
