You can use formulas.
The first three cells are filled in manually. From the fourth and below, we enter the formula*:
=IF(AND(A3=A2;A2=A1);A3+1;A3)
We get what we want. Yes, the formula could be made smarter and prettier, but it works anyway, the cost of the solution should not be unreasonably high :)
