The essence of the task: an application (iOS, Android) + a website (mobile and desktop version) will be created, where people will upload data about various fire safety violations in shopping centers, stores and other places, then all this should ideally be transformed into an Excel plate so that could already be thrown to the local Ministry of Emergency Situations.
Data that people will send:
- Geolocation (preferably automatically, but it is possible for a person to drive in with pens);
- Type of detected violation (blocked exit, expired extinguisher, etc.);
- Photograph of the violation;
- (optional) The contact number to which an SMS will be sent to eliminate the violation.
Question: is it even possible to implement this? If so, can you roughly describe in words how easier and cheaper it is to do this?

You can implement everything, you only need developers for these mobile platforms.
Ideally, do not use Excel documents to submit them to government oversight agencies.
And most importantly, study the procedure for accepting complaints and appeals from the population to government agencies.

But the main stumbling block is the identification of the person who reported the violation, because. Anonymous appeals have no legal force and are not considered. Accordingly, you will have to have a staff for double-checking and a registered legal entity (firm) responsible for the accuracy of the information provided by users of your applications, an analogy can be taken from the media (television) - the prosecutor's office initiates a check based on the video filmed by the television company and asks for its video material with explanations . The second option is the integration of your application and services with the State Services portal, where the user confirms his identity outside the site in order to then fully work with him.
