How to implement unloading information from a site / application in Excel?

Hello! I’ll say right away: zero in programming, other people will do it, but an approximate implementation (in words) must be thrown in now - otherwise you won’t win a grant.
The essence of the task: an application (iOS, Android) + a website (mobile and desktop version) will be created, where people will upload data about various fire safety violations in shopping centers, stores and other places, then all this should ideally be transformed into an Excel plate so that could already be thrown to the local Ministry of Emergency Situations.
Data that people will send:
- Geolocation (preferably automatically, but it is possible for a person to drive in with pens);
- Type of detected violation (blocked exit, expired extinguisher, etc.);
- Photograph of the violation;
- (optional) The contact number to which an SMS will be sent to eliminate the violation.
Question: is it even possible to implement this? If so, can you roughly describe in words how easier and cheaper it is to do this?

You can implement everything, you only need developers for these mobile platforms.
