Event Listener for external events on the network?

The idea is simple - in Google Chrome, listen to external events over Wi-Fi and, depending on them, perform certain actions. The catch, as you know, is only in creating such a listener. Ideally, the extension should simply hang on a specific port and listen to everything that comes to it.
Or maybe there is something like push app notifications for chrome ... Like on mobile phones. Thank you)
