1. 100% need to replace HDD with SSD. At least SATA, and ideally - nvme
2. If you are not going to do game development, 3D modeling and, in principle, will not play on this computer, then you do not need a video card and you can simply remove it from the assembly.
3. Since there is no video card, then you can take a PSU for a simpler 400 watt
4. For the money saved, we take i7 with built-in video and 32GB of RAM
