Error when starting VM in proxmox cluster?

Good afternoon, save!!! There are 3 servers with proxmox, a few days ago I combined them into a cluster. Everything worked well. Today I rebooted 1 virtual machine and now at startup it gives an error:
Executing HA start for VM 101
Member Hv2 trying to enable pvevm:101...Could not connect to resource group manager
TASK ERROR: command 'clusvcadm -e pvevm:101 -m Hv2 'failed: exit code 1

Also today the password of the root user was changed and the system time was changed on all 3 servers, the time diverged everywhere.

when starting and then checking, rgmanager reports
