What to use to start a virtual machine?

I want to run a project in a virtual machine using docker, and edit from Windows, is this possible? Docker from Windows does not work correctly with wsl2 - either errors or the request takes 15 seconds - I'm tired of it all.

You're fighting with a work tool, it shouldn't be like this. The tool should make your job easier, not the other way around.
Having installed Linux in a virtual machine, you will change the awl for soap. Under Windows, the docker is already running in a virtual machine ...
Make a dual boot, work in Linux. It has all the tools you need for development. For example, JetBrains products are installed directly from the app store in Ubuntu in a couple of clicks.
