Point by point:
1) Russian letters are on the way. An old problem with pip.
2) No package wheel.
3) Lack of MS Build Tools. Somewhere on the microsoft site ...
4) Well, Python is not installed in Program Files, and here Russian characters are on the way, and perhaps not from the python.org site, but from the MS Store?)
And so, everything is going and installed on Python 3.10 (64-bit).
