Error 2003 (HY000): Can't connect to MySQL server on '127.0.0.1' (111) what's the catch? How to reinstall SQL?

Lord programmers.
I'm relatively new to Linux. Installed LAMP. Everything worked fine, great. Everything would be fine, but so as not to be boring as always, something suddenly got into a trap.
As usual, I started apache with SQL.
mysql -h 127.0.0.1 -u root -p ...BUT
it crashes
ERROR 2003 (HY000): Can't connect to MySQL server on '127.0.0.1' (111).
I poked around the net, did not find anything worthwhile.
Are there any suggestions.
Or togogoda as an old-fashioned way, you can reinstall sql-ku?

Golden rule: first of all, we look at the logs.
You don't seem to have a muscle server running. What's in the logs?
