Hello. I set myself the goal of learning web programming from scratch in order to work on upwork. But my English is also not very good. Now I’m thinking, should I start studying on Russian-language resources, and how to learn English in parallel, or is it better to pay all attention to the language in order to start learning programming right away in English? How will be better?

Depends on what your definition of "not very" is.
it will be very difficult without English at all - translations appear with a delay, and many highly specialized pieces are never translated at all. On the other hand, in the initial stages, a fairly basic level of English will suffice.
In any case, you should not learn only English, study in parallel. But the balance between English and programming will have to be chosen independently.
Learn English at the same time? Certainly.
Learn English by reading a textbook on an unfamiliar programming language? Classic "chasing two hares".
So you will not learn either English or the target language.
Get comfortable with the language, at least with the basics, according to a Russian textbook.
