Engine for creating worlds?

I know that on the basis of the game, GTA make their own versions of the worlds that you can roam around. Are there other games or frameworks that make it relatively easy to build your own world? Such things would be cool to use for cognitive and educational purposes - for example, to simulate how a place looked before and it was possible to walk around it. Perhaps there are solutions that make it possible to implement something like this for a person who has average web programming skills and is able to get the necessary 3d models, i.e. Roughly speaking, "retrain" without studying game development from scratch for several years?

This can be done in the game, but there is usually not a very convenient editor and a lot of extra rubbish that does not apply to walking around the three-dimensional world. It's better to use a 3D engine for this, they all have pre-made first person character controllers, which will allow you, in theory, to focus only on the graphics. But in practice, you still have to get into the code, because you want to do some simple things that are not there out of the box.

This thing is called a game engine. There are a lot of them for every taste, for example, Unity 3D.
