Has anyone had experience in organizing work with hired programmers, provided that it is necessary to restrict access to some data and/or code?
How was the organization of the code repository, interaction on boundary issues, setting tasks that come into contact with closed code/data?

Organization format - cluster: CORE - in the center, and "flower" - hired coders.
All interaction of the developed blocks is only through API connectors. (they are documented for each block)
Blocks are classes or libraries of functions.
