Emmet.io and 7-zip.org sites do not open. What to do?

The following sites are pinged, but not opened:
emmet.io - no problem, installed via Package Control
deeplearning.mit.edu - how to open
7-zip.org - no problem, I found a link to the download from Sourceforge
ru.cloudflare.com on Wikipedia - maybe that's the whole point?
What solves this problem?
Will Kaspersky Secure Connection help?

Try using a VPN service. The IPs of these sites ended up in the Roskomnadzor database due to Telegram blocking. It also doesn’t open on my provider, but it’s worth turning on the VPN and both sites become available.
