Email without spam filters?

The problem is that I'm frankly sick of fighting "intelligent" spam filters in my mailboxes. I want to see 2 simple things in my mailbox:
- all letters are poured into the Inbox folder and nowhere else, no spam filters that work according to incomprehensible algorithms (otherwise all spam passes, and letters of extreme importance fall into spam)
- go to the trash emails only from recipients that I have personally marked as spam.
I tried to set up filters on gmail, but nothing came of it. Stupidly made a filter To: [email protected] Actions: Never send to spam. I don't understand why this filter doesn't work and emails still end up in spam.
If nothing can be done with gmail, advise normal mail, on a recognizable domain, where everything can be configured in a human way, which will obey me, and not live its own life

Set up your server. On any mail server, mail will go as its owner considered. They give for free - eat what they give. If you don't like it, don't eat it, bake it yourself :)

You need to create a filter in Gmail with the only condition:
Does not contain (No) and fill this line with abracadabra of 30 characters, the presence of which in a real letter has almost zero probability.
Filter action -- do not put in spam.
