Elements are not available in the public part of CMS Netcat, what does the $rowCount variable depend on?

The question is primarily for those who are familiar with CMS Netcat.
Started a section in the admin panel by analogy with neighboring working sections, linked an infoblock with a component. The component has some element processing, plus a form for adding elements. Elements are added, appear in the MessageXXXX table in the database, the elements are active. But in the public are not displayed, the variables $rowCount and $totRows are zero. That is, the component already receives an empty array of elements.
What could be the problem? I did everything by analogy, the settings for sections and components are the same.
