Editor, IDE for responsive layout?

Recommend a good (best in your opinion) IDE for responsive (responsive) layout, most similar to this one - www.coffeecup.com/designer
So that you can edit CSS and blocks using a visual interface, but at the same time, so that the solution is devoid of the disadvantages of the above option: you can not put a div inside a div-a; you cannot edit the code yourself in text mode; margin-left-right cannot be set in pixels - only in percentages; you cannot form your own classes (you can only in conjunction with a specific element); at the slightest change in the CSS style, it can no longer be deleted, but can only be reset, but this clutters up the code.
ps: I ask you not to advise "direct hands", since layout is not the main type of activity and I want to do it as quickly and well as possible.

Excellent text editor: sublime 3
It contains snippets to make life easier and plugins such as the autoreload plugin for example. Which, in conjunction with Google Chrome, are the best solution, at least for me.
