Good afternoon. Is it possible to do something so that the phone number and mail located in the header and footer can be changed through the CMS Wordpess admin panel?

Usually displayed as a widget. For this you need:

1. Insert a widget (html-code) with a phone number and mail in the header and footer sidebar through the admin panel.
   
2. Usually the themes already have sidebars, but if you don’t have them, then you need to create one ( https://goo.gl/yg11rh) and display it in the right place in the template
