Ebay refund?

The situation is as follows:
October 29, 2010: 12 seconds before the end of the auction, I made a bid and won the auction for $ 485, because by the time it was limited in the description I did not have time to read that delivery is only within the USA. I told the seller about this, he answered me that if I pay another $ 40, he will send it to me in Russia. I agreed.
November 2: I paid $485 via ebay (paypal) and transferred $40 directly via paypal.
November 11: The seller shipped a USPS Priority package. He said that they didn’t give him tracking and threw me a check with an oblata and a form that was filled out through a carbon paper and nothing is visible there, although there is tracking on this lank, the seller did not notice it. I have a feeling that somewhere the parcel is gone.
Today is the 5th, it's been about 38 days, 7 days left to open "Resolve", how can I properly solve the problem? What steps to take in order not to lose money, given that I paid $485 for the lot via ebay (paypal), and transferred $40 via paypal. The seller insured the lot for $500. The “Item shipped or not” column does not contain the “Shipped” sign, the seller said that he could not deliver, because he was not going to send it to Russia.
In general, the question is: what to do, preferably in detail, I understand little about this.

It happens that parcels are lost, nothing can be done about it. Contact the seller, explain the situation, let the seller get insurance and return the money to you (it may take longer to get insurance, but some sellers return it out of their own pocket in advance). Warn the seller that you are opening a dispute in PP - it will not work in another way to return money to Russia, only through a refund. The dispute is not a quick matter, it will take at least a week or two - maybe during this time the parcel will appear, then just close it. You did not receive the goods and this can be seen from the tracking - most likely, either the package will be announced, or the money will be returned to you.

Priority now usually takes about 40 days (it's better to order Int'l Express - if we're talking about USPS). I think the package is hanging somewhere on the sorting room. Write to the seller, open a dispute on ebay for a start, so as not to miss the deadline. indicate to the seller in the commentary of the dispute that the parcel did not arrive ready to wait until, for example, December 25, if it does not arrive, ask to make a refund.

I have about 5 parcels “hanging” for tea, someone appeared in a rush November 10th. but since then the track has been silent, some more have left the states and have not appeared in the rush for almost a month.
And do not believe this - every new year, in February March, parcels will start to go again in 2 weeks (this is to us in Siberia, the average time is 3-4 weeks.).
There were parcels that arrived after 2 months (usually from Canada)

Your mistake: you sent 40$ directly through paypal, now it will hardly be possible to think about them. How it should have been done: after the purchase, on the payment page, find and click the “Request total from seller” button, which will allow the seller to change the shipping cost and add it to the price list.
As for the delivery to Russia, it still hangs in export from OCTOBER 27 (!). What to do:
- On the 42-43rd day from the date of payment, we open a dispute on paypal about non-receipt. We write, like so and so, we are ready to wait some more time, we hope that we will receive the parcel.
In your case, it is worth additionally making screenshots where the seller talks about an additional $ 40 for shipping and adding them to the dispute on paypal. Maybe it will help.
In the best case, you will receive the package before the end of the dispute and everything will be fine, but if the package does not reach, then the maximum that you will lose is $ 40 for delivery. But it is possible that the seller will meet you halfway and return the full amount.
