You need to look for such orders directly, for example, find top sites in the VPN category, find contacts and offer your services, preferably with reviews from other customers. If there are no reviews, you can make the first couple of orders for free for a review. You need to understand that the majority will refuse or not answer, but this is normal. this is a regular funnel: 20 offers -> 3 responded -> 1 ordered.
