There is a site that I support (on a voluntary basis). The site is designed to inform potential customers about the range of services provided by the company. The site for a specific city near Moscow is Shchelkovo. And that's where some sort of problem comes from...

Damn it, okay? Even Google let me down. For example, depending on the letter, in the addresses for the (formulated by me) search query: in the version with the letter “ё” we are the first, with the letter “e” - at the end.
Yes, I know that there is a binding of a site to a region, but there are different cases ... And in general ... I love the letter Y, I'm used to it. Maybe I'm just doing something wrong?

I do not quite understand your sweep, queries with "e" and queries with "e" are different from the point of view of the search engine. It is possible that the pages of your competitors use the spelling "Shchelkovo" more often and therefore they get better places for the corresponding query.

Whether queries that differ only by e/e will be considered different depends on their popularity. At least in Yandex. If one of the options (for example, with "e") in frequency abruptly (by orders of magnitude) prevails over the other (with "e"), then the requests will "stick together" and the results for them will be the same.
In your case, the frequency of "!click" is 1011 impressions, and "!click" is about 7693 impressions. The difference is less than an order of magnitude, these requests for Yandex are different.
And the recommendation for you is simple: alternate the spelling on the site as a whole with both "e" and "e". You can use this simple rule: if "e" was used in the title, then "e" should be used in h1 and vice versa.
