Drupal 8. How to fix css access error after reinstalling cms?

The new project immediately began to saw on Drupal 8. Hosting. I did a lot of things wrong, got into the source code, so I decided to delete and install everything again. The problem is that after a clean install, the themes are displayed without styles. Accessing style files from the page gives an error 500. I can't figure out what's wrong. I tried to repeat the same thing on the local development server - everything is fine. Can anyone help?

I looked at the logs, the .htaccess file in the /sites/default/files/ directory gave an error:
.htaccess: Option ExecCGI not allowed here
In this file I commented out the line:
Options -Indexes -ExecCGI -Includes -MultiViews
Everything worked.
