Drupal 7 modules not being enabled or installed!?

On the page with modules, modules are not enabled or disabled.
When you click the "Save settings" button, the page is reloaded and that's it. :)
In the database included in the system - but did not help, does not add to the configuration - module settings.
Maybe someone faced such a problem?

Я бы для начала заменил htaccess на чистый.
