DreamSpark developers can no longer publish apps to the Windows Store?

Today I wanted to update the package of my application in the Windows Store, but I received a notification that there were errors during certification:

So DreamSpark developers can no longer publish apps? Is this permanent or a temporary problem? And where can you read about it?
