I downloaded the 1s request console for version 8.2 (normal application) from the official site and does not start on my 1s 8.3 training version (8.3.12.1855). What am I doing wrong?

You have two options:
1) Run your database on 8.3 as a normal application under a thick client - then the query console will work.
2) Download from an unofficial site any console you like for a managed interface.

There is also an option to launch the Developer Tools ... there is a Console

Take on infostart.ru (search for "Query Console") a more recent and convenient console. There are many of them.
Nobody uses that console.
