Don't have user privileges to fully work on the cockpit?

Installed cockpit to manage KVM, added an additional user (that is, not root). I can’t manage the server completely via the web (for example, I can’t restart the server), it says that there are no privileges. How to fix ? Do I need to add a user group root or what?
