RIPN administers a number of generic domains intended for registration of subdomains.
Until December 27, 2010, RIPN supported the following domains:
com.ru - recommended for commercial projects (no registration since August 2005[2]);
net.ru - recommended for projects related to the development of the Internet;
org.ru - recommended for non-commercial projects;
pp.ru - recommended for individuals.
Since December 27, the institute has been transferring net.ru, org.ru and pp.ru domains for support to Ru-Center. Domain registration is carried out through the RU-CENTER web interface, but on a paid basis .

Why the hell do you need a paid non-root domain?
You will get everywhere and in the end you want a normal one and will run into the fact that it will be problematic to merge PR from a non-root one.
