Doesn't upload files to the site. How to fix?

There is a site, I installed it manually on the VPS and there was a problem that when I try to upload any file with a size of 1 MB, it is larger and even smaller than it says that it is not possible to upload the file to the site. I think some problem in Apache configs. Can anyone come across?
