How to set up apache + telegram webhook?

Good afternoon! I want to set up a telegram bot to work on my computer. It's worth wamp, I've changed the ports, I've set up https using this video https://www.youtube.com/watch?v=TH6evGKgy20 via a self-signed certificate.
In the browser at https://194_____/index2.php it works, it only says that "Unable to establish a secure connection" if you click "make an exception" then it works correctly.
I set it like this https://api.telegram.org/bot___/setWebhook?url=htt...
Webhook is set in response.
But when I write a message to the bot from tg, there is no reaction ...
Moreover, if I upload this script to the hosting and install a web hook there (everything is absolutely the same), then everything works (only there it automatically receives https that is not self-signed, but some kind of free one). Apparently I'm doing something wrong with the certificate ... tell me where to dig.

The cart has problems with self-signed certificates, it has long been known.
Use the free let's encrypt, startSSL and similar resources.
