Doesn't poison targets in google?

Given a project and you need to set goals on the site. homekrasnodar.ru
I looked through the browser console, found only targets in the Yandex metric.
and google didn't find anything. even the Google tag manager plugin installed, he didn’t trace anything.
But there is such a line in the code:
and I don’t understand what kind of celtype=
getPodb is - this ID sends to Yandex, but will it send to Google ???
I'm not good at it yet)

Well, how should he send something to Google if, in fact, he is not connected to anything, he does not know about any of your goals. Moreover, here the forms are not working at all, at first glance.
Where and what to set depends on the goals, and on how they are set for you where you track them (Yandex webmaster, Google, whatever it is). For example, here https://mastervision.su/aurveda/ I had to track the form submission event. Specifically, on the site, this was done by connecting Yandex Metica and Google Analytics and adding the following attribute to the form tag: onsubmit="yaCounter35450015.reachGoal('13'); ga('send', 'event', 'aurveda', 'onsubmit' ); return true;". In any case, the numbers and the name of the event, at least, will be different.
