Does Yota Minecraft cut the connection?

The Minecraft server is located on the Rostelecom network, some Yota users often experience lags. The load on the server is light, so the problem must be somewhere in the connection. Lags have a feature that packets from the client to the server reach quickly, but back delays reach 30 seconds. It appears frequently, but not consistently. Are these symptoms similar to the effects of Yota's actions? How to check what is actually happening with the connection i.e. what is the reason?
