Does Yandex-Google index the commented HTML tag||text?

It is obvious that the commented text also participates in the initial index, and, apparently, at least a snippet can be formed using it. How to deny the obvious, this is already fanaticism :)
Whether this kind of text participates in ranking is now an open question. It seems to me that if it participates in the snippet, then it can influence the ranking.
This is all provided that this text was not commented out after it got into the snippet.
