Does Thunderbird have similar functionality from Outlook?

Good day.
Does Thunderbird have the following functionality (or is it added by plug-ins):
1. Creating a vote in a letter, similar to how it is implemented in MS Outlook.
2. Ability to assign a letter for execution to the recipient.

Maybe someday EWS Mesquilla will do it . Because this is not the functionality of an email client, but of a collaboration system - groupware. And not the most used one yet. TB itself basically does nothing in the direction of integration with Exchange, although paid plugins exist - but all of them differ from EWS Mesquilla - tasks can be read.
