Does the system recognize a graphics card without a power-on PIN?

I doubt that it is worth carrying the computer to the service. The video card gave video on Linux, even once it was possible to roll firewood on it. Played games on it. The demonyuga was warming up, but there were 0 failures. On Windows 10, when all the pins in the card and in the slot are fully turned on, there is a black screen, even if the HDMI cable is connected to the board. When one 6-pin is turned on, it spins, the video gives only from the board. AMD R9 290 video card. I suspect that somehow there is not enough power, there is a block of 500, a block of 600 hangs in the recommendations for the video card. at all). What do you advise to do?
upd On Linux, firewood didn’t roll at all after changing the sneaker to mint, the card is original, like, the bagel slid off

My friends, the issue was resolved by setting the BIOS, set the adaptability for PCI, set the two graphics to be loaded together, and the system saw the card, and the firewood rises slowly, thank you all.

Shows a black screen and the inscription "Dude, connect the power." Well, NVidia, at least that's how it is - one day it installs the card and forgot to hook up external power :) Apparently in this case it only activates VGA 80x25 textmode.
