Does the "Spider" exist?

Hello.
Do you think there is an intelligent tracking system for a person in the West or in our country?
I will give a simplified example, as I see it.
There is a certain character who, let's say, is of interest to the special services and who is being monitored by methods of monitoring his means of communication. But at some point the character disappears. He is not at the place of residence, the cell number is inactive, mailboxes are not used, and all the former means of his communication are not used. From this point on, the algorithm for processing all the data that can help in its search will get confused. The statistics collected earlier show that this character called subscriber 1 once a day (let's call him friend ) and once every two days subscriber 2 ( girlfriend), and he also used a certain taxi service ( taxi1 ). And knowing this data, we see that a friend received a call from an unknown number and the conversation went on for 6 minutes, usually the friend did not have such behavior. The algorithm gives this number a 15% chance that this is who we are looking for, and also tries to determine the place. After some time, a friend receives a call from the same new number and the algorithm puts the probability at 85% that this is the one we are looking for. We will check approximately the location of the subscriber and see that only one number called the taxi service1, and earlier within 2 months no one called this service from that location. Everything, now the probability is 98% and you can re-build the tracking of the found person, who at the same time will think that he is successfully hiding.
That is, the whole point is that you can perform some patterned actions, and with the help of BigData, any person will be found.
And my question is, is it possible? And if this has already been known for a long time, where can I read more about this?
PS I am a law-abiding citizen)

How could you do that!!!
You just packed hundreds of pages of my dissertation into 15 lines ;)
But it was a long time ago and there the stumbling block was mobile communications, and payment systems and a request with access to the Internet.
I put forward the version that regular (impulsive) purchases of a person are quite unique with a sufficient sample. Roughly - preferring milk DvD in a combination of OGO muesli plus once a month Heinz ketchup. This is all oversimplified, of course, but in theory it worked out pretty well. The scope was greatly improved with additional criteria (the presence of a child on the object greatly affects the basket).
... in this way, even if a person has changed his phone number, name, gender - it is still quite possible to install it.
Of course, there are a lot of "buts" - for example, the basket is highly dependent on the region - it is unlikely that in Thailand a person will buy the same milk.

possibly exist. only not a character who is interesting to the special services, but totally everyone. once upon a time, I. Segalovich spoke about such plans as the nearest ones in an interview. even more so now.
PS the feeling that you came up with some kind of algorithm and want to compare)))
