Does the site design permission play a role for the layout designer?
The essence of the question is this: why draw a design under 1920px and with a working area of 1170px - if there will still be no white sides during layout on the site. That is, when adapting, the layout designer will look at the site in full screen. Then why draw a design layout under 1920px, if you can draw, for example, under 1440px.
The site will look the same on all screens plus or minus the same, so I don’t understand why make a layout for 1920px, about 350px from both sides there will be empty space, which, apart from the background, is not filled with anything and it simply will not be in the layout.
Here is such a question. That is, specifics are needed, why it is necessary to draw or why it is not necessary.

Plays. It's hard for me to imagine how you fit the footer and header of the site into the workspace. Different popups that can be wider/narrower than the working area. Any jivo buttons that will "stick" to the sides of the site, etc. Without making normal layouts, you simply shift your work to the layout designer. There are many nuances, and on every trifle that is simple for you, the layout designer will have to think for a very long time, who will eventually be told that it was done wrong.
If you wear the same coat on people of different builds, it will look different, the images will be different. It's hard for me to imagine how the site will look at different resolutions until I render the main views. Composition, spots and maps will vary. Moreover, not so much each resolution plays a role here, but the maximum set of viewport representations.
But if it's not important for a designer, it's even more so for a layout designer.
1. Background images must be at the maximum size;
2. It often looks visually a little more finished, always layouts that are cut off by the width of the container seem to me a little squeezed. Especially on a monitor with a width of 2560 :)
And there is no need for more. But why not yes - what are your arguments against? Save space?
