Does the portal with public data of companies fall under the law of personal data?

There is a portal (directory), it displays various companies and their public data (contacts and addresses) + there are comments (name of the commentator, mail / phone, only the name is displayed).
The commentator's mail/phone number is necessary to contact him (portal administration) if it is necessary to resolve issues (for example, he was dissatisfied with the company, but his comment does not express the essence).
Is there a need to physically host the portal on the territory of the Russian Federation, or can you safely use DigitalOcean?

No. It's only for people. Not for businesses.
These data and state. authorities publish about enterprises.
But if the data of employees of enterprises are published, it is another matter.
