Does the motherboard only work if the wire is shorted?

Hello. I'm restoring my PC and ran into a problem. All details are in order. But when I turn on the power supply, nothing happens and there is no power at all, but as soon as I close two wires in the power supply (green and black), everything immediately comes to life. But I don’t want to leave everything like that (with a protruding wire) - as io it’s not reliable. Tell.

If in your power supply the green wire is 16 pins in the 24-pin power connector (Power on), and the black wires are GND conductors, then this is how the motherboard should send a signal to turn on the power. Separately, I specify exactly the pinout , because. cable colors are not standardized, although mostly similar colors are used.
Accordingly, your power button or the corresponding motherboard circuits are faulty. It is worth checking with a short circuit of the power switch contacts on the motherboard.
Plus, it makes sense to check the voltage on the Power good signal (8 pins).
